BLADEN COUNTY ABSENTEE MEETINGS DATES ************************************************ Candidates and their campaigns may distribute voter registration applications and conduct voter registration drives. Voter registration applications may be picked up at county boards of elections offices in quantities up to 100. Larger quantities may be requested from the State Board of Elections. ************************************* Bladen County Board of Elections does not have any authority Over Political Signs ***Placement or displacement of political signs Political signs on Department of Transportation (DOT) right-of-ways are permitted to be placed thirty days prior to the start of one-stop voting. These signs are to be removed within ten days after the election. There are some restrictions on placement and conditions for removal, as noted in N.C.G.S. § 136-32. Complaints about the timing of placement, location of placement and ultimate removal are not matters that the county boards of elections or the State Board of Elections can address. Citizens should contact their local DOT District Office, or call the NCDOT toll free line at (877) 368- 4968 during normal business hours. ******************************************

Public Notice N.C. ABSENTEE BALLOT REQUEST INFORMATION General Instructions A person must be a registered voter in their North Carolina county of residence in order to request an absentee ballot. If not registered to vote in the proper county, a person must submit a voter registration application along with this form. Voter registration applications are available online at www.ncsbe.gov. The deadline to register to vote is 25 days prior to the date of the election. Completing the Form The voter’s full name, residential address, date of birth and an identification number must be provided on this form. This information will be used to confirm your voter registration. In addition, this form must be signed by the voter or the voter’s near relative or qualified legal guardian. Who may make a request for an absentee ballot Either the voter or the voter’s near relative or qualified legal guardian may request an absentee ballot. A “near relative” is defined as the voter’s spouse, brother, sister, parent, grandparent, child, grandchild, mother‐in‐law, father‐in‐law, daughter‐in‐law, son‐in‐law, stepparent, or stepchild. Who may not make a request for an absentee ballot If a registered voter is a patient in any hospital, clinic, nursing home or rest home in this State, it is unlawful for any owner, manager, director, employee, or other person, other than the voter's near relative or verifiable legal guardian, to request an absentee ballot on behalf of the voter. Holmes v. Moore (photo ID)
In this Photo ID case re-heard by the Supreme Court in March, the Court has reversed the injunction against implementation of the Photo ID legislation which has been in place since 2020 and ordered the case to be dismissed. As a result, the Photo ID statutes enacted in 2018 and 2019 will need to be implemented going forward, starting with the municipal elections this September, October, and November. Further information will be forthcoming.
§ 163-166.16. Requirement for photo identification to vote in person.
(a) Photo Identification Required to Vote. - When a registered voter presents to vote in person, the registered voter shall produce any of the following forms of identification that contain a photograph of the registered voter:
(1) Any of the following that is valid and unexpired, or has been expired for one year or less:
a. A North Carolina driver’s license.
b. A special identification card for nonoperators issued under G.S. 20-37.7 or other form of a non-temporary identification issued by the Division of Motor Vehicles of the Department of Transportation.
c. A United States passport.
d. A North Carolina voter photo identification card of the registered voter issued pursuant to G.S. 163-82.8A.
e. Recodifies as sub-subdivision (a)(2)c. of this section by Session Laws 2019-22, s. 1, effective June 3, 2019.
f. Reserved.
g. A student identification card issued by a constituent institution of The University of North Carolina, a community college, as defined in G.S. 115D-2(2), or eligible private postsecondary institution as defined in G.S. 116-280(3), provided that card is issued in accordance with G.S. 163-166.17.
h. An employee identification card issued by a state or local government entity, including a charter school, provided that card is issued in accordance with G.S. 163-166.18.
i. A driver’s license or special identification card for nonoperators issued by another state, the District of Columbia, or a territory or commonwealth of the United States, but only if the voter's voter registration was within 90 days of the election.
(2) Any of the following, regardless of whether the identification contains a printed expiration or issuance date:
a. A military identification card issued by the United States government.
b. A Veterans Identification Card issued by the United States Department of Veterans Affairs for use at Veterans Administration medical facilities.
c. A tribal enrollment card issued by a State or federal recognized tribe.
d. An identification card issued by a department, agency, or entity of the United States government or this State for a government program of public assistance.
(3) Any expired form of identification allowed in this subsection presented by a registered voter having attained the age of 65 years at the time of presentation at the voting place, provided that the identification was unexpired on the registered voter's sixty-fifth birthday.
